Heat 1-2 tablespoons of oil in a large Dutch oven over medium high heat. When hot, sauté the onion and peppers until they begin to soften. Add the spices and garlic and stir to coat everything. Cook for 1-2 minutes more.
Add the broth, beans and bay leaf and bring to a boil. Reduce heat and simmer for 30 minutes.
Remove the bay leaf and puree soup with an immersion blender to desired smoothness. Taste and adjust seasonings adding salt and pepper as desired.
